Step 1. open a new file , size does n't matter, select rectangle marquee tool, make a rectangular selection. fill black colour.

Step2. Add noise noise - Add noise

step 3. sketch - Plaster

step 4. apply hue and saturation to change the colour image - adjustment - hue / saturation
