1 step. Select Rectangle Marquee tool, draw a rectangle selection and fill with black.

step3. filters - noise - addnoise

step4. using the brush tool - set black as color, draw following stroke on it

step5. Go to Filter Sketch Recticulation Adjust the setting still you get the following

step6. Image - Adjustment - Hue/saturation Adjust the saturation value still to get the following effect
